My friend H1B petition got approved in 2019 and till today he didn't get visa stamping due to some reason and employer is unable to send USA now due to no open position in onsite.

Employer is not willing to provide approval notice to him, so he has only few months to avail the opportunity out 3 years validity which is mentioned in approval notice.

Is he can initiate H1B transfer without approval notice with another employer using receipt number?

Is he able to use same petition even after the 3 years validity?

Answer: When you file another H1B petition, It is always needed previous H1B records. But, for some reasons if Employees could not able to have those, we can go with receipt and online status screen shot showing this petition is approved. Therefore, In your case, Yes. Please go with receipt notice along with screen shot of USCIS case status.
Is he able to use same petition even after the 3 years validity?
Answer: I don't clearly understand this question. With my understanding, In order to travel to the USA, he has to file another H1B petition and get visa stamp then travel to the USA.
