Urgent suggestion needed :- Didn't receive H1B RFE document even after 4 months

I got RFE for my H1B visa transfer and its been 4 months still didn't received any documents. My employer's attorney have called USICS couples of times for address verification and resending documents still now luck .
I need suggestion if there any other options for electronic or other mode as this process is currently going in loop.

Hi,
Normally, If USCIS issues RFE notice, It must be reached to concern office within fifteen days. If notices not received more than 15 days then you should have raised service request through USCIS portal. Did your Employer or Attorney do that?
And also, USCIS will give 3 months of time to respond against RFE notice. To consider all of these, your time might be reached deadline.
Only hope is, you must have raised service request already.
