RFE on Border Security Fee, H1B visa transfer

I am working with company A and applied for H1B transfer for company B. I have received a RFE last week and when inquired with company B they said that its due to "Border Security fee" imposed by USCIS post Aug 14, 2010. Company B claims that they will not pay this fee because they don't have any policy for this fee. Do I need to pay out of my pocket ??

Please share your experiences if anybody has faced this situation.
