H1B Visa Stamping

Hi I am currently in USA and I am trying to get my US Visa stamped and given that there is a travel ban on India i cannot travel to India and come back. So i am looking into all other options to get my visa stamping.

Can i apply for visa stamping in any other country other than Canada and Mexico, like Sri Lanka and the UAE? If so what would be the process?

Answer: Yes you can do. But, Please check concern country US embassy whether they accept third country nationals visa application for now. If yes, then yes. You can move forward and get the visa application process done.
And more or less, All US Embassy/ consulate has same process for non-immigrant visas.
