H4 receipt no received and have to travel to India

Hi,
My friend's employeer applied to her COS to H4 in July and she is still waiting for the receipt number.Now she has to travel to India next month.
What should she do?Should she travel or not?Earlier she was thinking of getting her H4 stamped from India.What she can do from her side?

Her employeer says that he had mailed USCIS asking for the status of the receipt and still not got any reply from them.

If the principal (H1) petition is approved and principal is in the US with an H1 I-94, the spouse can simply apply for an H4 visa (or use if not expired) to enter the US by showing the latest H1 petition approval notice. Any change or extension of status application filed earlier no longer matters.
