    Hi,

Technically speaking - 15 day starts from the RECEIPT DATE - This date will be there on the Receipt Notice (I-797C) which generally is received by the employer/attorney within 10 days of H1 filing (as it is send through US post)

and also Receipt Date is generally 1-3 days after the H1 application is received by USCIS.

So if application was received by USCIS on 13th SEP'2010 - then your Receipt Date should be around 14-17th SEP and USCIS should decide on it at max by first week of October.

    Thanks and Regards,
    Abhay
