DOS Waiving Interview Requirement for More Nonimmigrant Visa Applicants

Hi,
Related to recent change in IWP by DOS, it seems that if you answer below newly added questions, you may be eligible to drop-box rather in-person interview.

• Has ever previously been issued any type of visa
• Has never been refused a visa unless such refusal was overcome or waived.

The question I have is that, I have already booked an appointment for May 1st, 2022 for in-person interview for my H1B visa renewal. Should I request a interview waiver through the CGI portal? If so, do I need to just cancel the current appointment and retake the dates by filling in the new questions?

Also, regarding second question "Has never been refused a visa unless such refusal was overcome or waived.", is it for the same visa class that I am applying for OR any visa refusal in the past?

Appreciate any information on my queries.
