    Dears
    i would appreciate if someone could help me with below querey:
    facts: First h1b petition approved in 2014, visa got stamped, never traveled to US.
    2nd h1b petition approved in 2018 and expired in 2020, not stamped.

    can a new employer file cap exempt petition for me now in 2022?
