Transfer H1 Before traveling to U.S.

Hi

I went through the FAQs on your website about H1 transfers. However, I have a specific question I request your help on:

I am in India. I am working for Company A. This company is filing H1 for me. Consider this visa is approved and stamped.
Now, before travelling to US, I get an offer from Company B (from US or from India).

Can Company B transfer my H1 visa? Note that since I have not travelled to US with Company A's H1 visa, I do not have I-94.

Yes. There is really nothing like transfer. You will have to just get new visa for company B.
