Converting from H1B to H4

I’m on H1B visa and expires on 10/2023
Project ending in a week and would like to change my status to H4 as my spouse is on H1B.

- Can I apply for change of status during my 60 day grace period?
- Processing time for conversion shows 9 months. Am I eligible to stay in the US meanwhile.
- Any recommended checklist
