Apply for another visa while waiting for 221g

I received a 221g blue form from the chennai consulate. I have submitted all the requested documents and am waiting for a reply back from them.

I want to make sure if during the time I am waiting for the 221g reply back, I can apply for other visas, like B1 or even K1.

If a NOID (Notice of Intent to Deny) letter comes in the mail to my H1B petitioner, and it takes them time to reply or get back to USCIS, would that be any form of misrepresentation when I'm applying for another visa B1 or K1?

Another Visa application does not affect or change anything. However, your new application must mention 221G case as denial (that is what it technically is).
Petition denial or NOID has nothing to do with a new application. If your approved petition is re-opened and NOID is sent, that may affect the previous H1 application but not the new Visa application.
