H1 filing without client

I applied for H1 and my application picked in lottery.
my employer says, they will file saying we have multiple clients but not specific client. Can i proceed with documentation? While going for stamping if no client then will my application rejected.

You don't work for a client, you work for the employer. The employer is supposed to have work for you that he's gotten the approval for, rather than hiring you and body shopping you out. If he really has multiple people who might need the company's (and hence your) services that's fine. If he really doesn't have work for you, then he's abusing the system.
