H4 Extension Approved but H4 Transfer RFE Late file

The attached figure provides a timeline of my H4 visa application. The RFE i received is asking why it was a LATE FILE (Sep 30, 2021, was the expiration date but you filed on Feb 1 2022). They
completely missed/ignored the H4 receipt that I sent and it was approved as well.
