H4 visa after denial of visitor visa

I have a cousin who got denied for a visitor visa twice before, about 2 years ago but will be applying for an H-4 later this year.
Is that a problem? Does anyone have similar experiences or among your friends. Shall appreciate your response.

It should not be a problem as it is for dependent Visa.Usually they wont refuse if all necessary papers are there.
