H1b stamping as a TCN in Japan?

Wondering if anyone has experiences with getting the first time H1B stamp in Japan as a TCN?

I called the US embassy in Japan and they said that I should present evidence showing "strong ties to home country" and "intention to go back home after my work contract has ended 10.0.0.0.1 192.168.1.254" during the interview. Didn't see anything about this online and I thought H1B is a dual-intent visa?

They also said it would take 10 business days from the day of interview to day of retrieving my passport, although I saw online that most consulates take around 3-5 business days.
