H1b Interview waiver denied by consulate

Dear Sir/Ma'am,
I Submitted my documents in Drop Box for H1B. However, i received response from consulate that you are not eligible for Interview waiver. Most likely reason : My last Visa stamp is from Canada not from India. My passport will be ready for pick up by Tuesday Jan 17. I just have following queries :

1. Do i need to book another appointment ?
2. Do i need to pay again or same payment will be used
3. Can i get emergency dates ?
