L1b - h1b change of status, clock reset and cooling off period

Hello Sir/Madam,

I was in the US on L1B from Apr 2018 and left in June 2022 as my mother's health condition worsen back in India.

My L1B was valid until October 2022. However, I was picked up in 2022 H1B lottery and company filed my H1B in June 2022

My H1B got approved recently and it is valid until April 2024. My understanding is that USCIS calculated H1B - time spent in US on L1B

Queries

1. When the H1B extension is filed (assuming early next year), will the time spent outside US will be captured OR If the 1 year cooling off period is completed, can we inform USCIS about the cooling off time so that it will be continuous duration of 6 years of H1B visa (including H1 extension after 3 years)?
2. I would like to complete one year in India as cooling off period until June 30 so that I spend one year outside US. Will that be counted as my cooling off period?
