H4 Expired visa and Close loop Cruise

Just want some feedback
I'm trying to send this message for my friend.
His H4 visa has expired and have an approved i797 for extension of stay in US. he is currently in US.
can he take the closed loop cruise and re-enter back to US
Should he have a valid visa stamped to re-enter?
I get mixed reply from everywhere and thought i will post the same here
