221g Blue slip - H-1B Transfer or New H-1B

I received a 221g blue form at mumbai for EMPLOYER A due to problems with the company.

Can I transfer my H1B to the new EMPLOYER B or I need to file a new H-1B with EMPLOYER B while my current case is pending

Transfer is a term that is used when you are already in H1B status and trying to transfer your H1B to a different employer. In your case, since you are outside U.S, you hold no status. Your new employer will need to file an H1B petition under the current CAP (More like transfer) and request an immediate start date. Just provide them a copy of your existing approval notice.
