Change of status, F1 to H4

My girlfriend is on F-1 OPT. It expires on 8/31 this year and her 60-day grace period follows (non-STEM, so no extension possible). I'm in H-1B status. If we get married and file for her change of status to H-4, by what date must we file https://mobdro.bio/ ? Can she remain in the country past her OPT grace period while waiting for USCIS to adjudicate the Change of Status?

The I-539 just needs to be received by USCIS by the end of her grace period. She can stay in the US for as long as it is pending.
