Can I interview even if dropbox eligible

Few questions for this group

1. Can I interview if I am dropbox eligible? Reason being I need to travel in July and interview dates are more readily available.
2. The other concern is that I have lost my old passport with my old F1 visa though the questionnaire only mentions if your 'most recent' US visa was lost
3. Do you need to send all passports (old and new) for dropbox?
4. What is the current wait time to receive passports with drop box?
