H-1 B question

Hi friends, One of my friend used all his time in OPT and applied for his H-1 and it go rejected a month ago and he Joined a school and took a CPT to work in the USA.

Now he got into a very good project and he is thinking on applying for a H-1B visa now in Master's quota. Is he too late to apply for H-1B this year

Please let me know

Small question

Is there any deadline for applying or will it be open till the Slots are not completed?
