Transferring unused H1 approval petition and Transferring L1 to H1 together

Please help me on this question.

I am working for company A on L1A visa. I have H1B approval petition from company B. I would like to Join company C. Can company C transfer my H1B petition from company B to C and transfer the status from L1A to H1B ?

If YES, then you should be working for Company B now and get paid to maintain the H1B status and your employment with L1 employer is illegal post the effective date of the H1B approval notice.
