How much harder is it for H1B holders compared to non H1B applicants

When there two candidates H1B visa holders and a USA citizen. Does the company prefer the USA citizen just because they would not have to sponsor them? Is it easier for the other person just because of that, https://xender.vip/ or are their skills appropriately weighed to choose the final candidate.
