Am I H1b cap exempt?

Company A has applied H1b in consular processing and got approval last year. Continued to work on OPT and never came to H1B status.

Then I left A and joined B
Now Company B wants to apply H1b for me this year. Although I never came to H1b status but have an H1b approval when I was with company A, would I be subjected to H1b cap this year again when company B files it or I'm cap exempt?

Yes, you are CAP excempt. You will need to provide your new employer a copy of the old H1B approval notice or at least the receipt number (If you know for sure that receipt number belongs to you), then they can file the H1B petition under the old CAP and request an immediate start date.
