H4 stamping - Mexico vs Jamaica ?

I am posting on behalf of a friend who is on H4 EAD. He has been on this status for a couple of years now. Last stamping was In 2019 in India. No international travel since bit needs to travel now on work and needs a stamp. H4 visa expired end June 2025. He plans on getting the stamp in February to travel in March. Would you recommend getting stamped in Mexico or Jamaica based on personal experience 10.0.0.0.1 192.168.1.254?
