Filing H1 from one country appearing form other

Hello,
can i file the H1(US) papers from India and can i appear for stamping in another country(Baharan) or i need to come to india once again and appear in India.Bcos by the time of visa appearance i will be in baharan on work permit.

If any one provide the info on this i will be very thankfull.

If you are on work permit in another country, US consulate would generally allow you to apply for US visa from there.
