Secure H1B and move to Canada to complete citizenship

I'm on STEM OPT. Recently acquired PR in Canada via express entry. I have another year in my STEM OPT. If I get picked in lottery this year, can I move to Canada and stay in Canada for 3 years to obtain citizenship and then return to US on H1B for a new employer?
