Regarding H4 and H1 Visa

Hello,

I am getting married during the month of July. I am right now in H1 visa. My fiance will be applying for H1 from her company and getting her visa stamped during August / September and her visa will be effective from October, 2011.

The question I have is
1. Can she apply for H4 visa in July (when her H1 petition is either approved or in progress).
2. If she can apply for H4 what is the probability of her getting the Visa?
