It is very hard to predict. It depends on the VO you meet and how much information he/she digs records. Yu are eligible to go to Canada for visa stamping since you did your masters in U.S. However, if a 221g is issued for the issue that you have posted, then you are stuck in Canada until it gets cleared. In such cases, it is very much advisable to go to your home country for stamping.
