Am i eligible for H1B with 13 Years education + 10 years exp?

Hi all,
I am working on L1, and i am planning to file for H1B, i have a question on my education qualifications for H1B. I have Diploma in computer Engg ( 10 + 3 years) i.e. after SSC 3 years of full time diploma. and 10 years of exp. with in that i have 7 years of exp in MNC's.

My question is am i eligible to apply for H1B? is my education + work exp are equalent to 16 Years study? pls help me.
