H1 Transfer if you are outside US

I have H1B visa stamped on my passport through my current employer in India. But I have not travelled to US on that H1 yet (So I dont have any US paystubs.Only Indian paystubs in INR). Now if I have job offer from US Company, can they do my H1 Transfer when I am still in India? Will I again have to go for H1B visa stamping for this new employer when my current stamp is still valid?
