Please Help - Urgent - Rejected or Not Rejected - Clarification For 221(g) Case

Attended counselling on 27th Jan 2005.

The Counseller asked for new I-129 with
correct educational details and issued 221(g).
Can anyone please let me know, whether this is case of REJECTED or NO

Now , Am planning to attend with New I-129.
Do i need to prepare new DS-156 and DS-157 ?
If i need to fill in new DS-156 , then What answer should I
give for Question - 31.Have you Ever Been Refused a U.S. Visa ( Yes / No )



Please help.
