Second F1 Visa after H1B denied

Hi,

My H1B stamping got rejected recently from New Delhi embassy due to my employer ineligibility to provide quality employment as per USCIS rules now i am planning to appear for F1 visa to do MBA i have already completed my Masters from Computer Science in 2008 so what are the chances of getting it approved in consulate?

is their any hope of getting it approved?
already they issued me 5 year F1 visa before they will issue it again?

No one can predict. It depends on how weel you can convince the VO that your real intention is studies. H1B visa rejection will not have any impact on the F1 visa process.
