h4 to h1

i travelled to india for for my h1 stamping and got 221g..so travelled back in h4.now i want to work and apply for change of status.can anyone please let me know do we need to have offer letter for applying change of status and how much does it cost.please help

You need to have a job and the employer can file cap-exempt petition with change of status for you.
