H1B transfer before going to visa stamping

Hi,

I got H1B approval through Company-A under consular process and have to go to India for stamping.

Questions:

1) Can I transfer H1B to Company-B before going for stamping and attend the visa interview with Company-B approval notice?
2) If I didn't get stamping through Company-B, then again can I attend the interview for Company-A?
