Change Of Status from L1 to H1 Inquiry

Hi,

I was looking through the FAQ and could not find the answer to the following question. Could you kindly answer this for me-

I am on an L1 in the US currently and got an H1 approved in 2008 from employer A and now I want to change my status from L1 to H1. I have a job offer from employer B who wants to take me as a Full time employee. I have not got my H1 stamped or been on payroll for employer A.

Can I have my transfer of L1 to H1 done through employer B without having any pay stubs from employer A? If No, then what is the minimum time I need to work with employer A before transferring my H1 to employer B?
