can a singapore PR get one of the reserved H1

Hi!

Need help. I am graduating in a may from Purdue and am having a difficult time getting a job. I read on this website that 6000 H1s are reserved for Singaporeans and Chileans. I wonder if that applies to Singapore PR? Please let me know. thanks
