Apply for new H1 Without Client Letter

Hi Guys,

Currently I'm working on OPT at my client location. My employer will file H1 for me, but the problem is my client refuse to give a client letter. Can I still apply for H1 without client letter?, If yes, can I get my H1 or USCIS will refuse it. Thanks.

Hard to predict. They have been RFE's for client letters if the employer who is filing the H1B is a consultancy company. The employer can provide the SOW between them and the client as a proof whiling filing the H1B and that will help.
