Tranferring H-1B from a public to private organization.

Hi Guys,

I have the following question if someone can answer:

I am working for a university right now so when my H1B was approved it was not subject to the regular quota. Now, I want to transfer to a private company. I am wondering, do I have to re-apply for the H1B visa under the regular quota and wait untill October for new visas to release before I can make a switch?
