Sponsoring for H1B as a cook?

Hi
I am planning to start a restaurant and wanted to know if I can sponsor someone who is here on a F1 dependendent visa as a cook. I know I would first have to start a company, but was wondering what are the qualifications for this company to hire new H1B workers.

I am a US citizen.
