H4 to H1B conversion

Hi,

I'm going to get married in september 2011..I've my H1B and will apply H4 for my hubby.He gonna quit his job and come to US with me in H4.What are all the possible ways for him to get H1B,once we reach there..?..do we need to contact any consultancies..?..Whether he has to get job before applying H1B for him..?

He will first need to get a job and then the employer will file H1 petition for him if the H1B cap is still open at the time (likely).
In case of consultants, most H1 petitions undergo scrutiny and some get denied. Most consultants are required to prove that they have a project waiting for their employee.
