Is there a 3 day wait for visa processing in Ottawa?

I reside in the United States and I have an appointment for my H1B in Ottawa, Canada. The appointment confirmation letter says that I should expect to stay in Canada for THREE BUSINESS DAYS before I can get my visa.

Has this been the experience for anyone who has been to the embassy in Ottawa recently?

Generally you get the passport on the same day at 3 pm in Ottawa. The appointment letter might have a general format.
