H1 in Query Can I apply for H4

Hi Friends,

I attended the visa interview for H1 today at Chennai consulate and was issued 221G asking for all the documents. How long does it take normally, if I submit all the documents. I work in Employer - Vendor - Client model.

My wife is in H1, can I also apply for H4 stamping when my H1 is in Query stage? I have to travel to U.S ASAP. Please suggest me the options.
