Layoff on H1B

Dear Gurus,

One of my friends who is on his 7th year of H1 with I140 approved has been laid off by his company where he was a full time employee. They are also planning to send letter to USCIS. He has his I94 valid until 2013.

What are all the steps he has to take now to protect himself.

Transfer the H1B to another employer who can sponsor his H1B using a copy of the I-140. He can work on the receipt notice. The new employer will need to restart the GC process. However, the priority date from the existing labor can be reused.
