H1b part time to H1b full time

What is the process of transferring part time H1b (25-30 hrs) from company A to full time H1b (40 hours) company B if I get an offer from them.

Is it a standard transfer like all cases or company B has to spend more money and file a new H1B. Do I need to wait till october to start working?
