please suggest me about petition ammendment

hi all

i am in very worst condition from last 11 months.my h4 refused at delhi counslate and petition sent back to uscis.its 4 month over but no update on uscis website and employer also did not get nay notice.so please share your view about:
CAN WE AMMEND THE PETITON IN THIS STAGE WHILE ITS SENT BACK TO USCIS?MY HUSBAND IS WORKING IN US AND NEVER ON BENCH FOR ONE DAY..
