Which one has better Probability? Direct H1 or Transition from H1 to H4

Assuming both "H1" and "H4 to H1" have proper entire documentation set, which one has better chances of getting VISA stamped - H1 or H1 to H4?
Appreciate if someone can provide response?

When you attend the visa interview, they don't care about how the H1B was approved (Whether it is direct H1B or a COS from H4 to H1B or whatever). As long as the you a valid H1B petition and the job is genuine and you carry all the required documents, you will get the visa stamped without any issues. If your company is a consultancy company (Meaning, you work at a client location rather than at the employer's office), then there are chances for additional administrative processing which could delay your H1B visa processing time.
