h1b transfer while in India - with just the EAC number

Hi,
I have my H1B petition approved in the month of June 2011. Now my consultant is asking me to wait for a couple of months for H1b Stamping.
Also he is not ready to share the petition documents with me. He will share it with me only when i go for H1B stamping.

1) Now with just the EAC number (h1 petition filed in vermont), can i find a new employer and get the H1 transferred ?

2) if #1 is not possible, then i will have to find a new employer who is ready for a contracting job and then ask my current consultant to do a contract with the new employer.

Other than this are there any other options ..i have good contacts in US who are ready to hire me as long as i am in US. But being in India companies are not willing to consider my profile.

There is absolutely no big different between a H1B transfer and filing a fresh new petition when the CAP is wide open. If yuo find a new employer, you can ask them to file the petition under a new CAP. It is already August. The effective date of the petition will be on or after Oct 1st. By the time the petition gets approved, you will be in a position to go for the stamping.
