If I choose consular processing for H1B transfer can I do without paystubs?

H1b expiring very soon
I dont have pay stubs
Current employer will file for extension but am sure that it will be denied for lack of pay stubs

now there is new employer that wants to hire me
but because of time issues we wont be able to file the transfer before i94 expiration date
can they file new h1b with option of consular processing? will uscis ask for pay stubs or since its for consular processing they wont care about the pay stubs?

They can file it for consular process and not include the payslips. Once approved, you need to leave the country and re-enter on H1B visa and the petition. Accumulating more out of status period or illegal stay can lead to unnessary issues in future.
